The minutes of the Fairmont City Council meeting held on January 09, 2012, at the City Hall Council Chambers. Mayor Randy J. Quiring called the meeting to order at 5:30 p.m. Council members Gorath, Kallemeyn, Lucas and Rahm were present. Council member Clerc was absent. Also in attendance: City Administrator Jim Zarling; Assistant City Administrator Mike Humpal; City Attorney Elizabeth Bloomquist; Public Works Director/City Engineer Troy Nemmers; Finance Director Paul Hoye; Police Chief Greg Brolsma; and City Clerk Susan Olson. It was moved by Council member Lucas, seconded by Council member Gorath and carried to approve the minutes of the regular City Council meeting of December 12, 2011. The following comment(s) were received by the City Council during Open Discussion: o Council member Gorath asked for information concerning whether or not Hometown Sanitation would be providing garbage service as well as recycling service. o Council member Kallemeyn reminded citizens to be good neighbors and pick up dog litter as well as other miscellaneous litter, especially in our City parks. o Mayor Quiring requested Council consideration to sell a parcel of City-owned property known as “Nelson Park” which is located in the 900 block of Albion Avenue. It was the consensus of the Council to table action on this proposal until the next Council meeting on January 23, 2012. Mayor Quiring read a proclamation proclaiming the month of January, 2012, as “National Mentoring Month” in the City of Fairmont. The City Charter permits the Council to adopt its own rules of procedure. Council member Kallemeyn introduced and moved for the adoption of Resolution No. 2012-01 waiving the reading of resolutions. Council member Rahm seconded the motion for its adoption. On roll call: Council members Gorath, Kallemeyn, Lucas and Rahm all voted aye. No one voted nay. Mayor Quiring declared said resolution to have received the affirmative vote of the entire Council and he then declared the same to be passed, approved and adopted. The City Charter requires official designations be approved by resolution at the first Council meeting of the year. Council member Lucas introduced and moved for the adoption of Resolution No. 2012-02 designating the following: Mayor Pro Tem – Wes Clerc; Official Newspaper – The Fairmont Sentinel; Council Secretary – City Clerk; and the Depository of City Funds – Bank Midwest. Council member Gorath seconded the motion for its adoption. On roll call: Council members Gorath, Kallemeyn, Lucas, and Rahm all voted aye. No one voted nay. Mayor Quiring declared said resolution to have received the affirmative vote of the entire Council and he then declared the same to be passed, approved and adopted. Each year, the City is required to review and adopt an out-of-state travel policy for elected officials. A motion was made by Council member Rahm, seconded by Council member Kallemeyn and carried to approve the policy as presented. The Fairmont Fire Department held their annual election in December, 2011. A motion was made by Council member Gorath, seconded by Council member Rahm and carried to approve the officer election results for the Fire Department. The Fairmont Public Utilities Commission has recommended softened water rates be increased by 10% effective January, 2012. A motion was made by Council member Lucas, seconded by Council member Gorath and carried to call for a public hearing to be held on Monday, January 23, 2012, at 5:30 p.m. to afford all interested parties an opportunity to speak publicly concerning this proposed Ordinance No. 2012-01 amending the softened water rates. The Street Department has a GMC 1-ton 1985 truck to dispose of on auction. A motion was made by Council member Kallemeyn, seconded by Council member Gorath and carried to declare this well used vehicle as excess property. The bills for the month of December, 2011, in the amount of $966,834.97, were presented to the City Council. A motion was made by Council member Lucas, seconded by Council member Rahm and carried to approve payment of the December bills.
