Minutes of the Fairmont City Council meeting held on February 28, 2011, in the City Council 
Chambers.

Mayor Randy Quiring called the meeting to order at 5:30 p.m.  Council members Clerc, 
Kallemeyn, Lucas and Rahm were present.  Council member Gorath was absent.  Also in 
attendance:  City Administrator Jim Zarling; Assistant City Administrator Mike Humpal; City 
Attorney Elizabeth Bloomquist; Public Works Director/City Engineer Troy Nemmers; Finance 
Director Paul Hoye; Police Chief Greg Brolsma; and City Clerk Susan Olson.

It was moved by Council member Lucas, seconded by Council member Rahm and carried to 
approve the minutes of the regular City Council meeting on February 14, 2011.

The following comment(s) were received by the City Council during Open Discussion:
o	City Administrator Zarling discussed the League of Minnesota Cities’ plan to conduct 
community conversation groups at various locations statewide.  Region Nine has 
submitted an application to be a co-host with the City of Fairmont for this event which 
will take place this summer.  

Interlaken Heritage Days committee members Bonnie Taplin and David Adams presented the 
City Council with their planned schedule of events for this year’s Interlaken Heritage Days 
celebration.  

Mayor Quiring read a proclamation declaring the week of March 7 through 13, 2011, as 
“Daffodil Days” in the City of Fairmont.

Ordinance No. 2011-05 was introduced to the City Council on February 14, 2011 and the 
Council approved a motion to call for a public hearing to be held on February 28, 2011.  This 
proposed ordinance would amend City Code Section 26-161. I-2 Heavy Industrial District to 
include setback requirements for power plants owned by a municipal corporation or political 
subdivision.  Mayor Quiring opened the public hearing to allow all interested persons an 
opportunity to speak to this proposed ordinance.  There being no one present to be heard, a 
motion was made by Council member Kallemeyn, seconded by Council member Clerc and 
carried to close the public hearing.  Council member Rahm introduced and moved for the 
adoption of Ordinance No. 2011-05.  Council member Andy Lucas seconded the motion for its 
adoption.  On roll call:  Council members Rahm, Clerc, Kallemeyn and Lucas all voted aye.  No 
one voted nay.  Mayor Quiring declared said ordinance to have received the affirmative vote of 
the entire Council and he then declared the same to be passed, approved and adopted.

The March of Dimes “Walk for Babies” annual event has been scheduled for Saturday, May 7, 
2011.  A motion was made by Council member Lucas, seconded by Council member Clerc and 
carried to approve the permit to allow this event.

The Chain of Lakes Yacht Club and the Fraternal Order of Eagles #3394 have applied for 
renewal of their City consumption and display (set-up) license effective April 1, 2011.  A motion 
was made by Council member Kallemeyn, seconded by Council member Lucas and carried to 
approve these two renewal applications.

The Southern Minnesota Municipal Power Agency is requesting support from the City of 
Fairmont for special legislation that would exempt the personal property (equipment) portion of 
the proposed power plant project from the property tax laws.  A motion was made by Council 
member Rahm, seconded by Council member Clerc and carried to authorize Mayor Quiring to 
send a letter of support to Senator Julie Rosen and Representative Robert Gunther.  

A motion was made by Council member Lucas, seconded by Council member Clerc and carried 
to approve payment of the bills for the month of February, 2011, in the amount of $954,068.13.

A motion was made by Council member Lucas, seconded by Council member Kallemeyn and 
carried to adjourn the meeting at 5:53 p.m.
