The minutes of the Fairmont City Council meeting held on April 11, 2011, in the City Council Chambers. Mayor Randy Quiring called the meeting to order at 5:30 p.m. Council members Clerc, Gorath, Kallemeyn, Lucas and Rahm were present. Also in attendance: Assistant City Administrator Mike Humpal; City Attorney Elizabeth Bloomquist; Public Works Director/City Engineer Troy Nemmers; Finance Director Paul Hoye; Police Chief Greg Brolsma; and City Clerk Susan Olson. It was moved by Council member Lucas, seconded by Council member Gorath and carried to approve the minutes of the regular City Council meeting on March 28, 2011. There were no comments received by the City Council during Open Discussion. Mayor Quiring read a proclamation proclaiming the month of May, 2011, as “Building Safety Month” in the City of Fairmont. At their regular meeting on April 5, 2011, the Fairmont Planning Commission took action on a request from Ben Odegaard for a conditional use permit to operate a rental storage facility at 931 Lake Avenue. The Planning Commission recommended approval to the City Council. After reviewing this request, a motion was made by Council member Lucas, seconded by Council member Rahm and carried to approve the conditional use permit for the operation of a rental storage facility in a B-3 General Business district. American Legion Post #36 has applied for a temporary 3.2% on sale beer license to operate a beer garden during the Interlaken Heritage Days Summer Fun Festival on June 11, 2011. A motion was made by Council member Rahm, seconded by Council member Kallemeyn and carried to approve this license application. During the course of the year, interfund transfers are required. A motion was made by Council member Kallemeyn, seconded by Council member Lucas and carried to approve the interfund transfers for 2010. For many years, the City has been designating the general fund balance at year end. A motion was made by Council member Kallemeyn, seconded by Council member Clerc and carried to approve the General Fund fund balance reserves and designations at December 31, 2010. The Public Works Department will be doing an online auction to sell two used vehicles. A motion was made by Council member Clerc, seconded by Council member Lucas and carried to declare the vehicles as excess property. Mr. Grant Meyer and Mr. David Brown, representing Advanced Engineering and Environmental Services, presented the City Council with an update on the final design phase of the new water treatment plant. Included in the presentation was the upcoming schedule of events relating to the advertising for bids, the bid opening, and the summer construction.
