The minutes of the Fairmont City Council meeting held on Monday, April 23, 2007 in the City Hall Council Chambers. Mayor Quiring called the meeting to order at 5:30 P.M. Council members Anderson, Clerc, Gorath, Kallemeyn and Lucas were present. It was determined that a quorum was present. Also in attendance were City Administrator Zarling, Asst. City Administrator Humpal, Attorney Bloomquist, and Police Chief Broslma. It was moved by Councilmember Clerc, seconded by Councilmember Kallemeyn and carried to approve the minutes of the April 9, 2007, City Council meeting as presented. In open discussion, Michael O?Rourke addressed the Council and Community regarding a Triathlon being planned in Fairmont on June 17, 2007. Jerry Boler, a Martin County Commissioner, asked the Council to team with the Commissioners to raise money for the Sesquicentennial Celebration. Mayor Quiring read a proclamation declaring the month of May, 2007 as Motorcycle Awareness Month. Mayor Quiring read a proclamation declaring May 6 - 12, 2007 as Building Safety Week. Mayor Quiring read a proclamation declaring May 8, 2007 at National Teacher Day. Mayor Quiring read a proclamation declaring April 27, 2007 at Arbor Day. City Administrator Zarling reminded the Council of the Board of Appeals/Equalization hearing on Wednesday, May 16, 2007 at 9:00 A.M. in the Council Chambers. City Administrator Zarling presented the First Quarter Investment Report for 2007. It was moved by Councilmember Gorath, seconded by Councilmember Anderson and carried to approve the closing of Lake Avenue from First Street to Fourth Street during the Martin County Courthouse rededication festivities on Sunday, June 10, 2007. It was moved by Councilmember Lucas, seconded by Councilmember Kallemeyn and carried to approve the parade permit for the Sesquicentennial Committee to be held June 9, 2007. It was moved by Councilmember Anderson, seconded by Councilmember Gorath and carried to approve the dance permit for the Sesquicentennial Committee on June 9, 2007. It was moved by Councilmember Kallemeyn, seconded by Councilmember Lucas and carried to approve the dance permit for the Knights of Columbus to hold a teen dance on June 8, 2007. It was moved by Councilmember Gorath, seconded by Councilmember Kallemeyn and carried to approve the parade permit for the Sesquicentennial Committee to hold a special kiddie parade on June 10, 2007. It was moved by Councilmember Lucas, seconded by Councilmember Gorath and carried to approve the on-sale 3.2 beer license for the Pizza Ranch, beginning May 15, 2007. It was moved by Councilmember Kallemeyn and, seconded by Councilmember Anderson and carried to approve the temporary on-sale 3.2 beer license for the Knights of Columbus for the downtown beer garden on June 9, 2007, during the Sesquicentennial celebration. It was moved by Councilmember Gorath, seconded by Councilmember Kallemeyn and carried to approve the parade permit for the Fairmont Area Motorcycle Association to be held May 12, 2007. Councilmember Lucas introduced and moved for the adoption of Resolution No. 2007-15, a resolution approving the low bid of M.R. Paving & Excavating, Inc., from New Ulm, Minnesota in the amount of $858,563.75. Councilmember Clerc seconded the motion for adoption. On roll call, Councilmember Clerc, Gorath, Smith, Lucas and Anderson voted aye and no one voted nay. Mayor Quiring declared said resolution to have received the affirmative voted of the entire Council and he then declared the same to have been duly passed, approved and adopted. It was moved by Councilmember Clerc, seconded by Councilmember Gorath and carried to approve staff to development an agreement with the Torgerson property owners to place Torgerson Drive on the 2008 Improvement Program. It was moved by Councilmember Lucas, seconded by Councilmember Clerc and carried to approve to declare the property known as the sludge drying beds, east of Fairmont, containing 16.7 acres, more or less, as excess property and authorize its sale. It was moved by Councilmember Clerc, seconded by Councilmember Kallemeyn and carried to approve the employment agreement between the City of Fairmont and Nathan Reinhardt, the new City of Fairmont Finance Director/City Clerk, and authorize the Mayor to sign on behalf of the City. It was moved by Councilmember Lucas, seconded by Councilmember Clerc and carried to approve the employment agreement between the City of Fairmont and Police Chief Greg Broslma and authorize the Mayor to sign on behalf of the City. It was moved by Councilmember Gorath, seconded by Councilmember Kallemeyn and carried to approve the employment agreement between the City of Fairmont and Assistant City Administrator Mike Humpal and authorize the Mayor to sign on behalf of the City. It was moved by Councilmember Lucas, seconded by Councilmember Gorath and carried to approve the employment agreement between the City of Fairmont and City Attorney Elizabeth Bloomquist and authorize the Mayor to sign on behalf of the City. It was moved by Councilmember Gorath, seconded by Councilmember Clerc and carried to approve the employment agreement between the City of Fairmont and City Administrator Jim Zarling and authorize the Mayor to sign on behalf of the City. Mayor Quiring appointed Councilmembers Clerc and Kallemeyn to coordinate the City Administrator?s annual performance evaluation. Council will discuss the results in closed session on May 14, 2007. It was moved by Councilmember Lucas, seconded by Councilmember Kallemeyn and carried to approve the payment of the April, 2007, bills in the amount of $561,443.23.
