Minutes of the Fairmont City Council meeting held on April 26, 2010, in the City Hall Council Chambers. Mayor Randy Quiring called the meeting to order at 5:30 p.m. Council members Anderson, Clerc, Gorath, Kallemeyn, and Lucas were present. Also in attendance were: City Administrator Jim Zarling; Assistant City Administrator Mike Humpal; City Attorney Elizabeth Bloomquist; Finance Director Paul Hoye; Public Works Director/City Engineer Troy Nemmers; Police Chief Greg Brolsma; and City Clerk Susan Olson. It was moved by Council member Lucas, seconded by Council member Gorath and carried to approve the minutes of the April 12, 2010 City Council meeting as presented. The following comments were received by the City Council during Open Discussion: o Council member Harlan Gorath encouraged all high school age students participating in the spring prom events to have fun, act responsibility, and make good choices during these school sponsored events. Mayor Quiring read a proclamation declaring the month of May, 2010 as “Building Safety Month: Commemorating a 30-Year Legacy of Leadership” in the City of Fairmont. Mayor Quiring read a proclamation declaring Friday, May 7, 2010 as “Arbor Day” in the City of Fairmont. Mayor Quiring read a proclamation declaring Tuesday, May 4, 2010 as “National Teacher Day” in the City of Fairmont. Interlaken Heritage Days Festival of Lakes committee members presented City Council members a schedule of events for this year’s Interlaken Heritage Days “Festival of Lakes” celebration. Events will begin Friday evening at Sylvania Park, continue all day and into the evening on Saturday, and end on Sunday at Gomsrud Park. In addition, committee members made a request for a $5,000 donation from the City to help with the expenses of this year’s festival. A motion was made by Council member Lucas, seconded by Council member Clerc and carried to approve a City donation to IHD in the amount of $5,000.00. A request has been received by the City Council to reconsider the ban of snowmobiles in Cedar Creek Park. City Attorney Bloomquist prepared an ordinance amending Fairmont City Code Chapter 16 regulating snowmobiling. At their last regular meeting, the City Council scheduled a public hearing to hear all interested parties in this request. The following persons addressed the Council in favor of adopting the ordinance to rescind the ban: Jeff Paris of 420 Lake Aires Road; Greg Gellert of 2104 Stade Lane; Bill Krumholz of 222 Krahmer Drive; Roman Johnson of 1306 Lucia Avenue; Brent Oberdieck of 824 – 245th Avenue; and Brad Wallace of 1615 Charlotte Oak Drive. Margot Madsen of 60 Southwood Drive spoke against amending the City Code to allow snowmobiling in Cedar Creek Park. There being no one else to be heard, a motion was made by Council member Clerc, seconded by Council member Kallemeyn and carried to close the public hearing. Following comments by each Council member, a motion was made by Council member Clerc, seconded by Council member Lucas and carried to table action on this proposed ordinance. A third motion was made by Council member Clerc directing staff to work together with the local Blizzard Snowmobile Club and the City Park Board to develop rules that would regulate snowmobiling activities within the Fairmont city limits. A vote on proposed Ordinance No. 2010-05 will be tabled until these organizations are ready to present these proposed regulations. Interlaken Heritage Days “Festival of Lakes” annual City celebration will be held June 11th through June 13, 2010. Applications for a parade permit, a youth concert in Sylvania Park, and a permit to block off public streets were presented to the City Council. A motion was made by Council member Clerc, seconded by Council member Gorath and carried to approve the parade permit. Another motion was made by Council member Lucas, seconded by Council member Kallemeyn and carried to approve the permit application to block off public streets during the festival. The application for the youth concert in Sylvania Park did not require Council action. American Legion Post #36 is also participating in this year’s Interlaken Heritage Days “Festival of Lakes”. They have submitted an application for a temporary 3.2% on sale beer license to operate a beer garden on Saturday, June 12th. A motion was made by Council member Clerc, seconded by Council member Kallemeyn and carried to approve the application for a temporary 3.2% on sale beer license. American Legion Post #36 is also requesting they be able to block off a portion of the public right-of-way on East First Street to sponsor a midget wrestling event in conjunction with Interlaken Heritage Days “Festival of Lakes”. A motion was made by Council member Lucas, seconded by Council member Anderson and carried to approve this request. Mr. Mike Flannegan, owner/operator of Shamrock Recycling, Inc. of Emmetsburg, Iowa has applied for a City of Fairmont solid waste hauling license to operate two vehicles for the purpose of hauling away construction materials only. A motion was made by Council member Anderson, seconded by Council member Lucas and carried to approve this license application. City Administrator Zarling provided a City Council update relating to the planned construction of a new city water treatment plant. Two parcels have been identified as possible sites for this new plant, both sites belonging to School District #2752. Mr. Zarling presented information concerning the process that will need to take place to determine property value of these two sites. No Council action was taken at this time. A motion was made by Council member Anderson, seconded by Council member Kallemeyn and carried to approve payment of the bills for the month of April, 2010 in the amount of $594,409.26.
