Minutes of the Fairmont City Council meeting held on May 24, 2010, in the City Hall Council Chambers. Council member Sue Anderson called the meeting to order at 5:30 p.m. Council members Lucas and Gorath were present. Council members Kallemeyn and Clerc and Mayor Quiring were absent. Also in attendance were: City Administrator Jim Zarling; Assistant City Administrator Mike Humpal; City Attorney Elizabeth Bloomquist; Finance Director Paul Hoye; Public Works Director/City Engineer Troy Nemmers; Police Chief Greg Brolsma; and City Clerk Susan Olson. It was moved by Council member Lucas, seconded by Council member Gorath and carried to approve the minutes of the May 10, 2010 City Council as presented. The following comment(s) were received by the City Council during Open Discussion: o Council member Lucas reminded Ward 4 citizens of the neighborhood meeting scheduled for Thursday, May 27, 2010. The meeting will be held at the Knights of Columbus Hall at 920 E. Tenth Street beginning at 7:30 p.m. Police Chief Greg Brolsma and Pastor Glen Davis of the Christian Church of Fairmont both reported to the City Council on the results of the most recent “Listening Lunch” event organized by the Healthy Youth Committee. The Interlaken Heritage Days Summer Fun Festival applied for a permit to hold a street dance on Saturday, June 12, 2010, beginning at 8:00 p.m. and ending at midnight. A motion was made by Council member Lucas, seconded by Council member Gorath and carried to approve this dance permit. The Fairmont Holiday Inn/Greenmill Restaurant requested a permit to temporarily expand their premise, as defined in their on sale liquor license, for a one-day outdoor event they are planning to hold on Saturday, July 31, 2010. A motion was made by Council member Lucas, seconded by Council member Gorath and carried to approve this request. On Monday, May 24, 2010, at 10:00 a.m., a live auction for bids was held on the General Obligation Improvement Bonds used to fund the infrastructure improvements related to the 2010 Improvement Program and to crossover refund the 2002A bonds. Mr. Bill Fahey, our bond counsel from Northland Securities, reported the results of the auction to the Council. The total amount of the bonds sold was $2,615,000. There were five bidders and 17 bids, the award going to Northland Securities of Minneapolis, Minnesota with the best interest rate of 2,877301%. Council member Lucas introduced and moved for the adoption of Resolution No. 2010-18 to accept the bid for the sale of $2,615,000 General Obligation Improvement Bonds, Series 2010A. Council member Gorath seconded the motion for its adoption. On roll call: Council members Anderson, Lucas and Gorath all voted aye. No one voted nay. Council member Anderson declared the same to have been duly passed, approved, and adopted. The Fairmont Police Department will participate in another “Safe and Sober” campaign beginning October 1, 2010 through September 30, 2011. The Department is requesting authorization to apply for a grant to fund this campaign. Council member Gorath introduced and moved for the adoption of Resolution No. 2010-17 authorizing Police Chief Greg Brolsma to enter into a grant agreement with the Minnesota Department of Public Safety, Office of Traffic Safety. to fund this campaign. Council member Lucas seconded the motion for its adoption. On roll Council members Gorath, Lucas, and Anderson all voted aye. No one voted nay. Council member Anderson declared the same to have been duly passed, approved, and adopted. In order for Fairmont volunteer firefighters to drive City-owned equipment in parades, they need to be covered by workers’ compensation . A motion was made by Council member Anderson, seconded by Council member Gorath and carried to authorize this insurance coverage, effective immediately. The grant application for the 2010 airport improvements was prepared by Bolton & Menk, Inc. A motion was made by Council member Lucas, seconded by Council member Gorath and carried to approve the 2010 Airport Improvements Construction Engineering Services Agreement with Bolton & Menk, Inc. for a cost not-to-exceed $220,000. Plans and specifications have been completed for the 2010-C (Seal Coat) Improvement Project. Council member Anderson introduced and moved for the adoption of Resolution No. 2010-19 approving these plans and specifications and ordering an advertisement for bids be published. Council member Lucas seconded the motion for its adoption. On roll call: Council members Lucas, Anderson, and Gorath voted aye. No one voted nay. Council member Anderson declared the same to have been duly passed, approved, and adopted. The Allied Radio Matrix for Emergency Response (ARMER) System has been selected as the method of upgrade of the Martin County First Response communication system. The Middle 9 Fire Fighters is preparing a grant application and they need to request the City of Fairmont act as the fiscal agent for this AFG grant. A motion was made by Council member Gorath, seconded by Council member Anderson and carried to allow the City to be the fiscal agent. The bills for the month of May, 2010, were presented to the City Council for review. A motion was made by Council member Lucas, seconded by Council member Gorath and carried to approve payment of these bills in the amount of $677,246.90.
