The minutes of the Fairmont City Council meeting held on Monday, June 25, 2007 in the City Hall Council Chambers. Mayor Quiring called the meeting to order at 5:30 P.M. Councilmembers Anderson, Clerc, Kallemeyn and Lucas were present. It was determined that a quorum was present. Also in attendance were City Administrator Zarling, Asst. City Administrator Humpal, City Attorney Bloomquist, and Police Chief Broslma. It was moved by Councilmember Lucas, seconded by Councilmember Clerc and carried to approve the minutes of the June 11, 2007, City Council meeting as presented. In open discussion, Gary Reutzel, Fairmont VFW Commander, reminded the Council of the Troops homecoming the end of July. Councilmember Clerc requests City Staff assemble a proposal for providing Fairmont Aquatic Park pool passes to the returning troops and their families. In open discussion, Councilmember Clerc thanked all those involved with the 2007 Ronald McDonald House Triathlon. Police Chief Brolsma presented Officer James Tietje with a ?Drug Recognition Expert? certification. Police Chief Brolsma introduced Jon Abel, the newly hired Bike Patrol officer. Officer Abel discussed some basic biking rules for the summer. Councilmember Clerc introduced and moved for the adoption of Resolution No. 2007-21, a resolution approving a Currency Exchange License for Wal-Mart Supercenter #3806. Councilmember Anderson seconded the motion for adoption. On roll call, Councilmember Clerc, Kallemeyn, Lucas and Anderson voted aye and no one voted nay. Mayor Quiring declared said resolution to have received the affirmative voted of the entire Council and he then declared the same to have been duly passed, approved and adopted. It was moved by Councilmember Clerc, seconded by Councilmember Lucas and carried to approve a 3.2 beer license for Wal-mart Supercenter #3806, pending receipt of all required documentation. It was moved by Councilmember Clerc, seconded by Councilmember Anderson and carried to approve a cigarette license for Wal-Mart Supercenter #3806. It was moved by Councilmember Lucas, seconded by Councilmember Kallemeyn and carried to approve a charitable gambling permit for the Martin County Ducks Unlimited September 14, 2007 banquet. It was moved by Councilmember Anderson, seconded by Councilmember Clerc and carried to authorize entering into a professional service agreement between the City of Fairmont and Community Partners Research, Inc. for the preparation of a Small Cities Development Program pre-application and final application. The agreement is an amount not to exceed $10,900.00, plus expenses not to exceed $2,400.00. It was moved by Councilmember Lucas, seconded by Councilmember Clerc and carried to direct City Staff to prepare an amendment to the City ordinance changing the sale of Sunday liquor to 10:00 a.m. versus the current starting sale time of noon. It was moved by Councilmember Clerc, seconded by Councilmember Kallemeyn and carried to approve the appointment of Wes Pruett to serve another term on the Fairmont Economic Development Authority Board.
