The minutes of the Fairmont City Council meeting held on June 27, 2011, in the City Council Chambers. Mayor Randy Quiring called the meeting to order at 5:30 p.m. Council members Clerc, Gorath, Kallemeyn, Lucas and Rahm were present. Also in attendance: City Administrator Jim Zarling; Assistant City Administrator Mike Humpal; City Attorney Elizabeth Bloomquist; Public Works Director/City Engineer Troy Nemmers; Police Patrolman Bryan Boltjes; and City Clerk Susan Olson. It was moved by Council member Clerc, seconded by Council member Lucas and carried to approve the minutes of the regular City Council meeting on June 13, 2011. The following comments were received by the City Council during Open Discussion: o Councilor Gorath congratulated the Fairmont High School boys baseball team and coaching staff for their performance at the State High School Baseball Tournament. o Mayor Quiring commented on the City’s current fencing requirements imposed on applicants who apply for a temporary beverage license. o Councilors and City staff congratulated Councilor Andy Lucas for being recognized by Frontier Communication for his service to our community. Mr. Kyle Meyers, a representative of the auditing firm Adbo, Eick and Meyers, presented the results of the City of Fairmont 2010 financial audit to the City Council. Following his presentation, it was moved by Council member Clerc, seconded by Council member Rahm and carried to accept the 2010 audit findings and approve the distribution of the 2010 Comprehensive Annual Financial Report. Application was made by St. John Vianney Catholic Church for a temporary 3.2% on sale beer license to be effective on Sunday, September 25, 2011. A motion was made by Council member Darin Rahm, seconded by Council member Harlan Gorath and carried to approve this temporary permit. At the June 13, 2011, Mayor Quiring introduced “Profiles with Terry Bradshaw”, a promotional video presentation featuring the City of Fairmont, which would air on national television. The cost to the City to make this video would be $19,800. Following Council discussion, the decision of the Council was to tabled further action on this proposal until the June 27, 2011 Council meeting. At this meeting, a motion was made by Council member Gorath, seconded by Council member Kallemeyn and carried to continue discussion on this proposal until the first meeting following the Council goal setting session scheduled for July 25, 2011. Because there has been an increase in the amount of weeds present along the west shore of Lake Sisseton, the City of Fairmont, in partnership with Martin County Soil and Water Conservation, would like to apply for a Cooperative Weed Management Grant in the amount of $5,000. A motion was made by Council member Kallemeyn, seconded by Council member Lucas and carried to approve this project with Martin County Soil and Water Conservation. When the Fitch Addition was originally platted in 1954, the written description contained a typographical error which stated “a northerly distance of 246 feet”. It should have read 346 feet. A motion was made by Council member Lucas, seconded by Council member Gorath and carried to approve the Land Surveyors Certificate of Correction to Fitch Addition plat. Council member Clerc reported on the results of City Administrator Jim Zarling’s annual Performance Evaluation. The bills for the month of June, 2011, were presented to the City Council for review. A motion was made by Council member Kallemeyn, seconded by Council member Gorath and carried to approve payment of these bills in the amount of $1,433,577.58.
