Minutes of the Fairmont City Council meeting held on August 10, 2009, in the City Hall Council Chambers. Mayor Randy Quiring called the meeting to order at 5:30 p.m. Council members Anderson, Clerc, Gorath, Kallemeyn and Lucas were present. It was determined a quorum was present. Also in attendance were: City Attorney Bloomquist, Finance Director Hoye, Public Works Director/City Engineer Nemmers, Police Chief Brolsma, and City Clerk Olson. It was moved by Council member Clerc, seconded by Council member Gorath and carried to approve the minutes of the July 27, 2009, City Council meeting as presented. The following comment(s) were received by the City Council during Open Discussion: o Council member Gorath congratulated retired high school guidance counselor, Sherwood Sagedahl, for his accomplishments during the 2009 National Senior Games at Stanford University in California. CVB Director Stephanie Busiahn made a presentation before the City Council concerning the upcoming power boat races scheduled for Saturday, August 15, 2009, on Budd Lake. Lamar Advertising has requested a conditional use permit for placement of a sign exceeding forty (40) feet in height at 2250 Railroad Lane. The area is zoned B-3 General Business and a conditional use permit is required in accordance with Section 26- 158(d)(5). A motion was made by Council member Anderson, seconded by Council member Lucas and carried to approve the conditional use permit. The City Council was issued copies of the 2009 Comprehensive Plan and Land Use Map at the July 27, 2009 Council meeting. Prior to holding a public hearing, staff recommends Council review the plan as presented during the next two Council meetings, on August 24, 2009 and September 14, 2009. Public Works Director/City Engineer Troy Nemmers presented the City Council with an update on progress made to date on this year’s Improvement Program. The program includes reconstruction of portions of Tilden Street and Hampton Street; resurfacing of Arthur Street, the Sylvania Park parking lot, Beach Street and Jeri Street; application of a seal coat to various streets throughout the City; and the replacement of a segment of sanitary sewer in the Gomsrud Park area. Annually, the City of Fairmont, with assistance from the City’s financial advisor, Northland Securities, solicits proposals for the competitive negotiated sale of general obligation bonds for the purpose of financing various municipal improvements. In addition, the City will sell additional bonds to provide for the re-funding of certain maturities of the City’s General Obligation Storm Sewer Utility Revenue Bonds dated back to October 1, 2001. Council member Kallemeyn introduced and moved for the adoption of Resolution No. 2009-30 to provide for the competitive negotiated sale of $3,650,000 General Obligation Bonds, Series 2009A. The sale will take place on Monday, August 24, 2009 at 10:00 a.m. at City Hall. Council member Gorath seconded the motion for its adoption. On roll call: Council members Lucas, Anderson, Clerc, Gorath and Kallemeyn all voted aye. No one voted nay. Mayor Quiring declared said resolution to have received the affirmative vote of the Council and he then declared the same to have been duly passed, approved and adopted.
