Minutes of the Fairmont City Council meeting held on September 14, 2009, in the City Hall Council Chambers. Mayor Randy Quiring called the meeting to order at 5:30 p.m. Council members Anderson, Clerc, Gorath, Kallemeyn, and Lucas were present. Also in attendance were: Assistant City Administrator Mike Humpal, City Attorney Elizabeth Bloomquist, Finance Director Paul Hoye, Public Works Director/City Engineer Troy Nemmers, Police Officer Bryan Boltjes and City Clerk Olson. It was moved by Council member Lucas, seconded by Council member Clerc and carried to approve the minutes of the August 24, 2009, City Council meeting as presented. No comments were received during Open Discussion. Assistant City Administrator Mike Humpal presented a final review of the recommended changes to the Comprehensive Plan and Land Use Map offered for approval by the Fairmont Planning Commission. No action was necessary at this meeting. A motion was made by Council member Anderson, seconded by Council member Gorath and carried to call for a public hearing to be held on Monday, September 28, 2009, at 5:30 p.m. in the City Hall Council Chambers to consider the adoption of the revised Comprehensive Plan and Future Land Use Map. Assistant City Administrator Mike Humpal introduced the final plat of Goemann Second Addition which is located along Highway 15 North across from the existing Wal-Mart retail store. A motion was made by Council member Lucas, seconded by Council member Anderson and carried to approve the final plat of Goemann Second Addition as presented. Assistant City Administrator Mike Humpal presented a rezoning request affecting properties located at 410, 414, 420 Downtown Plaza and also 104, 106, and 108 E. 5th Street. The Fairmont Planning Commission recommends these parcels be rezoned from an I-1 Light Industrial District to a B-3 General Business District. A motion was made by Council member Clerc, seconded by Council member Lucas and carried to call for a public hearing to be held on Monday, September 28, 2009 at 5:30 p.m. in the City Hall Council Chambers. Kate Billett, a representative from the Fairmont United Methodist Church, appeared before the City Council to request the church be allowed to use the municipal parking lot located on the corner of Park Street and 3rd Street for an event on Sunday, September 27, 2009 from 11:00 a.m. to 2:00 p.m. A motion was made by Council member Gorath, seconded by Council member Anderson and carried to approve this request.
