Minutes of the Fairmont City Council meeting held on October 26, 2009, in the City Hall Council Chambers. Mayor Randy Quiring called the meeting to order at 5:30 p.m. Council members Anderson, Clerc and Gorath were present. Council members Lucas and Kallemeyn were absent. Also in attendance were: City Administrator Jim Zarling, City Attorney Elizabeth Bloomquist, Finance Director Paul Hoye, Public Works Director/City Engineer Troy Nemmers, Police Chief Greg Brolsma, and City Clerk Susan Olson. It was moved by Council member Clerc, seconded by Council member Gorath and carried to approve the minutes of the October 12, 2009, City Council meeting as presented. The following comments were received by the City Council during Open Discussion: o Fairmont Area Youth Council members, Shauna Greischar and Diana Rojo, updated the Council on planned events and activities for the 2009/2010 school year. o Council member Clerc reported he had received very positive comments on the performance of the leaf vacuum. Citizens were informed they could access the schedule of the vacuum on the City’s website. Public Works Director/City Engineer Nemmers reported ongoing conversation in regard to the possibility of scheduling the leaf vacuum to make a third pass through the City in November, weather permitting. o Council member Gorath commented on the responsible manner in which citizens have used the City’s compost site this fall season. Mayor Quiring read a proclamation declaring Friday and Saturday, November 6 and 7, 2009, as “Poppy Days” in the City of Fairmont. Mayor Quiring read a proclamation declaring the week of November 1 through 7, 2009 as “National Truck Driver Appreciation Week” in the City of Fairmont. Mayor Quiring opened the public hearing on the proposed special assessments for the 2009 Improvement Program projects. Public Works Director/City Engineer Troy Nemmers introduced each of the four project types in this year’s Improvement Program: new construction, reconstruction, resurfacing, and seal coat. There was one new construction project to be completed in 2009, the infrastructure development of Goemann Second Addition. No one was present to be heard on the new construction project. There were two reconstruction projects completed in 2009. They were: Tilden Street, from the east side of Albion Avenue to the west side of Prairie Avenue; and South Hampton Street, from the south side of Tilden Street to the south side of Victoria Street. No one was present to be heard on the two reconstruction projects. There were four resurfacing projects completed in 2009. They were: Arthur Street, Cedar Park Road to West Amber Lake Drive; the parking lot in Sylvania Park; Beach Street, Fourth Street to Third Street; and Jeri Street, Sylvia Street to Prairie Avenue. No one was present to be heard on these resurfacing projects. There were 25 streets which received a seal coat application in 2009. They were: First Street, from Grant Street to Home Street; Seventh Street, from Main Street to North North Avenue; Eighth Street, from North North Avenue to Elm Street; Twelfth Street, from Park Street to Prairie Avenue; Budd Street, from Albion Avenue to Park Street; Cadillac Avenue, from Lake View Street to Lair Road; Christina Street, from Larson Lane to Lucia Street; Elm Street, from Webster Street to Blue Earth Avenue; Elm Street, from Anna Street to Christina Street; Fairview Avenue, from Blue Earth Avenue to First Street; Hampton Street, from Thirteenth Street to Winnebago Avenue; Highland Avenue, from Willow Street to Tilden Street; Highland Avenue, from the service road to Day Street; Knollwood Drive, from the cul-de-sac to Lair Road; Lair Road, from Gomsrud Park to Albion Avenue; Linden Avenue, from Albion Avenue to Budd Street; Lynn Street, from the dead end to East Interlaken Road; North North Avenue, from Ninth Street to Winnebago Avenue; Prairie Avenue, from Blue Earth Avenue to Ninth Street; Southwind Drive, from Prairie Avenue to dead end; Stade Lane, from Sylvia Street to Prairie Avenue; State Street Service Road, from Birch Street to Chestnut Street; Victoria Street, Cambridge Street to Prairie Avenue; Walnut Street, from Budd Lake Drive to Woodland Avenue; and Willow Street, from Hampton Street to Highland Avenue. No one was present to be heard on the seal coat projects. It was moved by Council member Anderson, seconded by Council member Clerc and carried to close the public hearing at 5:47 p.m. Following the public hearing, Council member Clerc introduced and moved for the adoption of Resolution No. 2009-40 adopting special assessments for the 2009 Improvement Program, mowing and miscellaneous special assessments as presented. Council member Anderson seconded the motion for its adoption. On roll call: Council members Anderson, Clerc, and Gorath all voted aye. No one voted nay. Mayor Quiring declared said resolution to have received the affirmative vote of the Council and he then declared the same to have been duly passed, approved and adopted. It was moved by Council member Anderson, seconded by Council member Gorath and carried to approve a parade permit for the Fairmont Glows Parade to be held on November 20, 2009 at 6:00 p.m. An application for a senior citizen deferment of special assessments was made by Phillip A. and Sharon M. Hanson of 129 Tilden Street. Council member Clerc introduced and moved for the adoption of Resolution No. 2009-41 approving the application and agreement to defer these special assessments. Council member Gorath seconded the motion for its adoption. On roll call: Council members Anderson, Clerc, and Gorath all voted aye. No one voted nay. Mayor Quiring declared said resolution to have received the affirmative vote of the Council and he then declared the same to have been duly passed, approved and adopted. Federal funds will be available for airport improvements in 2010. A motion was made by Council member Gorath, seconded by Council member Anderson and carried to approve an agreement between the City of Fairmont and Bolton & Menk, Inc. for engineering services for the 2010 airport improvements in the amount of $162,560.00. A motion was made by Council member Anderson, seconded by Council member Gorath and carried to approve payment of the October, 2009 bills in the amount of $1,286,402.77.
